The Russian army is trying to instill fear in Kharkiv residents and sow panic, said Kharkiv mayor Ihor Terekhov in an interview for Ukraina24, arguing that the plans of the invaders will fail as Ukraine’s Armed Forces of Ukraine are heroicly defending Kharkiv.
Terekhov noted Kharkiv still has water and electricity  as repair team keep their work despite heavy shellings of the city.
‘Vodokanal is working, electricity is working in stably mode. We take out garbage. We restore substation several times a day and boiler rooms which are hit be shells. We control the situation. We are working hard. But we are close-knit as never before,’ said the mayor.
The city suffered massive bombardement and shellings on 1 March while Russian troops keep their assault on the ground.
